This is what I call "virtual secession." We know the states won't have the balls to actually go forward with seceding as they should, so this is the next best thing and more easily attainable. It's like the "secession" starter kit. Once states realize how much better it is for them to ignore the federal government they'll hopefully pull away more and more until...poof! Secession! That's probably a while off but with states taking action like this, not entirely outlandish.
