Ask anyone who's spend any amount of time trying to do business in those countries if they think that those particular people are capable of operating and maintaining an Aircraft carrier without extensive assistance from external sources.
I'm willing to be proved wrong, but personal experience and historical evidence says NO.
Also, why on Earth does Saudi Arabia or other GCC need a carrier? They can hit Iran with F-15s, Tornadoes, etc. from their own Airbases. They can also patrol the Red Sea, Sea of Oman, Persian Gulf, the approaches to the Straits without one. As far as the Eastern Med or Northern Indian Ocean with fuel tanks.
They would be better served by buying more ASW Planes or Frigates if they want to secure the Gulf and Approaches.
