The test score race gap is a travesty and could be narrowed in a few years pretty easily. We know how to do it - there is no mystery.
You raise the quality of teachers as defined by 1) the teachers' own academic credentials (i.e. college GPA) and 2) the teachers' performance in the class room as measured by their students' standardized test scores. You attract quality teachers by raising their salaries.
Teachers unions do not want to raise teachers salaries to attract quality teachers, instead they want to hire higher numbers of teachers (smaller class sizes!) and they don't want any sort of standardized testing used to evaluate teachers.
The school systems also spend egregious amounts of money on administrators. Washington DC public schools at one point had one administrative employee for every student in the system. 1:1 student to administrator ratio. You could fire 80% of those people without a hiccup and put that money into salaries for math, english, and science teachers in the worst schools.
If we doubled the salary for math and english in shithole schools and selected those teachers based on their own academic performance and the performance of their students on standardized tests, we could close the race gap in a few years.
Thee unions hurt poor black children in support of middle class white women.
Some charter schools do a fucking great job with an almost random sample of poor kids.
