There's a short story/movie by Kurt Vonnegut called "Harrison Bergeron" I recommend to anyone who thinks this is bullshit. It was written in the 60s about a world where handicapper generals keep everyone equal. Skilled athletes and dancers are loaded down with weights, geniuses have buzzers in their ears to distract them. A talented man, played by Sean Austin of all people in the movie, gets sick of things.
"Harrison Bergeron, age fourteen," she said in a grackle squawk, "has just escaped from jail, where he was held on suspicion of plotting to overthrow the government. He is a genius and an athlete, is under-handicapped, and should be regarded as extremely dangerous."
