Every trait is partially heritable. Maybe 20%, maybe 80%. Intelligence seems to be HIGHLY heritable; not one study has ever found a way to increase IQ.
There are some human populations that were boss at hunting or foraging for 70,000 years. In a technology focused world, they aren’t able to compete.
It’s not racism, it’s not bias, it’s not anyone’s fault. You can’t correct it by promoting people beyond their abilities. Of anything, that highlights the IQ / skill gap. But that’s what we do... and when it creates more problems, the aggrieved groups demand more.

"No study has found a way to increase IQ"
Actually they've found the difference between a good and bad diet is 10-15 IQ. Early life nutrition has a permanent effect.
Maybe that's not a way to increase IQ, but most kids in history didn't get a diet that helps them achieve their full potential.
Actually, you're correct. I'd posit that proper childhood nutrition doesn't make a kid smarter- it allows a kid to reach their full natural potential.
