All of the wealthy people in this city (and there are plenty) send their kids to private schools already, but if you are a family of lesser means with a talented kid, you're fucked.
So all the academically gifted have to be shafted with a watery curriculum and all the trades gifted have to be bored into dropping out. Great system.
