It does not say this at all. “From time to time...” does not mean “In January or February.” Its precedent, yes. It’s tradition, yes— although not every president does a SOTU in their first term.

Not sure what Constitution you're reading but this ain't in it! Fun Fact, Jimmy Carter skipped the SOTU one year and just send the House a letter another year. Back in the day, the SOTU was just a letter to Congress.

Every President since Reagan has given their SOTU speech before the end of February, that is, until now.

Also. I fn hate Biden, the deep state and every liberal who supports them...BUT...usually the incoming president doesn't do a SOTU until he has been in office for a year.
