DC doesn’t make it based upon scale. They definitely put in a good effort, but nothing beats Chicago.
I knew a guy that wanted to bid on a city contract in Chicago. The contracting officer told him bluntly that if he wanted to compete he would have to hire a specific contracting “consultant.” He decided to not do business with the city, ever.
