So... it's not actually about illegal immigrants at all. It's about all gun buyers, including illegal immigrants. I'm not sure why the article has chosen to focus on them but the law is not specific to any group.

At least they’re consistent in their illogical beliefs. If the fourth and fifth amendments apply to illegal aliens, why wouldn’t the second?
