Its just going to hurt poor communities. In rich school districts most of the kids get what they need, if they're doing poorly they get tutors etc. Or most of the kids are already smart and well behaved.

In poor neighborhoods now those few bright kids are gonna get screwed over by sharing a class with a bunch of unruly retards eliminating their chances to make something of themselves.
