When government sicks private citizens on you as a form of asymmetrical warfare, and the security of a free state is at risk, it's back on the table. Enemies foreign and domestic. Just because they're a citizen (i bet a lot of them aren't) doesn't mean they're not the enemy, and just because it's a break in, doesn't mean it's not war.
