I might be the odd man out but I'm all for the Motor Vehicle Administration. The idea that I can prove a vehicle is mine through it's registration goes a long way if my car gets stolen. Not only that but having proof of insurance to keep tags on the registered vehicle sounds good to me too.
Do you have a better proposal for how to prove a vehicle belongs to you without a registration system? Do you think people shouldn't be required to have auto insurance? This isn't Uganda where people can just steal cars or drive without a license. Small government is a necessary evil.

You go to the DMV to transfer the title anyway, just update the ownership registration right there. Pay $10-15 for 10 minutes of Shaneequa's valuable time and a half second of her baby daddy's time stamping the plate at the state pen and you're good to go. Car is registered until it changes hands again.
They can require you to have insurance on the vehicle VIN, and a cop can easily check that.
The only reason to do it yearly is to extract recurring sales tax on the same purchase.
You just described exactly how it is done in Maryland except we renew the year sticker every two years and that the vehicle must pass a roadworthy inspection the first time you register it.
I think there is a good compromise to strike here. Make registration voluntary, but make it so that if your car gets stolen and it's unregistered, you're shit out of luck as you can't prove you owned it/didn't sell it.
