Using a motor vehicle on your own property requires no licensing. Using your property on public property requires a license to ensure you have at least a basic understanding of how to safely operate it. As far as annual fees and all that shit, yeah fuck all that. It seems even small agencies that started with a legitimate purpose have ballooned to the point of just reinforcing the continuity of oppression. The system has learned that if it gets big enough and complicated enough it can get away with untold wrongs because it's too large to be effectively punished.
