With the exceptions of the mushrooms, you participating in that activity has a non-trivial impact on your neighbors (usually). Of course, there are places that have these restrictions just for restrictions sake, but if we let everyone just hunt whenever they wanted we'd decimate the game populations and then no one would be able to hunt. Same thing with rainwater; it actually does affect lake, river, and aquifer levels downstream from your property, which is why it's regulated in certain areas with low rainfall.

Perhaps, but there seems to be some fundamental issue with having to pay bureaucrats for the right to fish on private property. Or that the government owns the rain falling out of the sky. The government can own the rain falling on to public land...but my land?

Yeah like. Can understand registering, but why pay? Going to have to pay so many dumb fees on top of already being taxed? Pay for library card like netflix subscription?
