I think it's really meant to be preventing people who are idiots or otherwise unqualified from smashing into other property / people. Government owns the roads, ergo, the government tries to apply harm reduction. Same would happen with privately owned roads that anyone could use. The Nurburgring is an interesting and extreme example of what that would look like.
