Here we have not just perpetual war, but war against everything. War against a virus, drugs, illegal migration, poverty, racism, injustice, meat, etc. War calls people to action, often away from productive endeavors. War diverts peoples attention from what really matters. Since a subject only captures the attention of a select number of people, it necessitates a large number of 'wars'. This is the ultimate form of Government control.
