The owners of the pageant should be the "court" of final appeal on such matters. If the pageant owners say someone can't be in the pageant for any reason, that should be the end of the discussion. Any attempt by a rejected wannabe pageant contestant to get a court involved should result in a contempt of court holding for filing a frivolous lawsuit. We urgently need to get our legal system back to recognizing private citizens and private enterprises as completely independent of government regulation.
