being from NY, I remember this about the USS Hope. it was sent as a back up hospital to expand the number of beds. it was conditional on NOT allowing covid infected patients. the gov sent covid infected patients anyway, then decided against using the ship afterwards. so he basically sabotaged the effort to help from the US Navy
