The think is, I've watched videos of Biden speaking, even as recently as when he was VP and it wasn't nearly as bad as is is today. I don't what to the "he's old" excuse. I have seen plenty of people in their 90's speak in clear, concise, coherent and intelligible sentences.

IMHO, it's a mental decline issue, not stuttering.
