Trump didn't skip it. He gave his speech in 2017, also on February 28th same as this year, to Congress.
Biden however DID NOT give one AT ALL.

He gave a speech but it wasn't officially a state of union. It was a joint session of congress speech. Starting from Reagan, no president has given a official state of union address in first year of presidency. DDG it and read the Newsweek article. Also, the constitution doesn't have a set date one has to be made.
