Not suggesting they didn't steal the election (they totally fucking did) but this is apples and oranges.
You can have pockets of red that elect congressmen in a deep blue state, and vice-versa. That doesn't indicate fraud, that's just how our electoral system was architected to operate, dating back to our founding.
Same way you explain a Gov. Nipple Rings, an AG who made an election promise to investigate a sitting president without a scintilla of probable cause, and a government apparatus that has stood by while the Big Apple, one of the world’s great cities, turns into a Third World S’Hole:
Because more people (allegedly) voted for Biden than Trump in the state-wide presidential election, but more voted for the republican than the democrat in a few local congressional district elections.
This is quite normal and even though there was fraud in the 2020 election (which undoubtedly cost Trump the presidency) that situation of red districts in a blue state does not automatically indicate fraud. Rather, it's just something that can happen with how the Framers of the constitution set up our electoral system.
cheating
None of it actually happened and no one can change mind it didn’t. They fucking stole everything.

CORRUPTION
It wasn't about the house or senate, it was about the Presidency. Dumbass.
Gerrymandering.
Some House districts are solid red while the state as a whole may be blue.
