He had a horrible order that spread Corona in old age homes, gave these places immunity in exchange for fazools, and then covered up his numbers to help Biden steal and election and obstruct a federal investigation. Another example was the tara reade scandal with Biden. The media covered for him and big tech surpressed anything negative coming out about Biden (like the laptop and Ukraine bribery). It was easy for him to just brush it aside without ever really addressing it.. I bet Cuomo is wondering why the same tactic isn't working here.
