It's how they for example pushed 21 as the legal drinking age across the board. They didn't have the authority to make a national drinking age, but they could deny road funding to any state who thought otherwise.

My point still stands.
They can't force the States, they can only coerce via money.
If the State becomes that dependent on Federal Funds, then that's their fault for leaving themselves exposed like that.
