That's because they have a potent weapon in metro areas.

They trained an army of activists in the Women's Lib movement. That movement had succeeded by the early 80's, so the army had no obvious target, but they were well trained and funded and no other life skills or support network. Being an activist is what they were. They knew how to be loud and apply extortion tactics to accomplish their goals. It was unpleasant to be a target of them, so many cowed to the mob. They knew how to manipulate the media and how to make it seem like they were the majority (they never are).

They needed a cause.

With iron conviction that wins the hearts and minds back from the sheep.

And we live happily ever after, but have learned to be ever vigilant.

But there are a few steps prior to that in this story.

Once upon a time,

There was a group of happy frogs who just wanted to be left alone to live their own lives and enjoy their family and friends. They wanted peace and harmony with all of their neighbors, even the lizard people who had a bad track record.

But the lizard people decided that they didn't like that the frogs were happier than them. Since the lizard people had twisted souls, they could never be happier, so they decided to make the frogs just as miserable as them.

They almost succeeded, delivering a near fatal blow to the frog leader, and trying to keep the frogs from talking to each other. But the frogs got up and dusted themselves off and got back in the fight.

Remembering the lessons of the Founding Frogs, the webbed-foot-warriors took their power back from the lizard people one state at a time. Soon all the other animals saw what had been happening the whole time and pitched in to help the frogs finish off the lizard people once and for all.

And the frogs lived happily ever after, but remained vigilant to ensure that the lizard people never got a foothold again.
