"the city" didn't feed them. It's the responsibility of their chin of command - NCOs and Officers - to see to their welfare. Screw ups happens, but it's just incompetence.

They're under command of the D.C. National Guard. The D.C. NG hired a food contractor to provide meals.

So, technically, this iS under the C.O.C., but don't blame the Officers & NCOs. This comes from above them.
