Reparations was to pay freed slaves for their work and give them land and means to work their land (40 acres and a muke) so they could incorporate into society.
Sorry, dead soldiers, both black and white, do not and were nit reperations. Treating them as such reduces those soldiers to a ineffectual monetary value.
