Ah I see your confusion. 13/50 has to do with American percentages. I was literally talking global as you were making a biological causation rather than a socio-economic. Not all blacks are african American. Second my point was on the victim count (as tge recipient s of violence) rather than the percentage of perpatrators of an ethnicity.
Blacks tend to have communal clashes. One corner hood gang is way less violent then...you know...a Kansas city bomber.
