Have you ever called the police in a situation similar to this?
I have in Baltimore, Colorado, Arizona, and California. Depending on a locality, 911 always told me that unless a life is immediately in danger, call the local PD non-emergency number.
That’s why you always say you think they might have a gun. They’ll be there in two minutes. If they don’t find a gun, well, you said you thought he might have one, but it must have been something that just looked like one.
Potentially armed. Best to let the police know

Obviously, YMMV depending on the locale.

You should always fear a cornered animal.
