All the crying about cultural appropriation is maddening when "white" culture is appropriated by more people around than world than any other culture. And then it is claimed that there is no "white" culture. That we are cultureless. funny.
Academic answer: it's derived from Marx's idea of "class appropriation". In the 60s, Marcuse et al tried to marry Marx and Freud to attack culture. That came out in "cultural studies" and other idiot sociology ideas.

Culture doesn't belong to an individual. It barely belongs to a group or race. It's indistinguishable from exchange or honour.
