Because in the Soviet Gulags, actual criminals were assumed to be victims of oppression from the ruling classes, so they gave control of the prisons to the "classical criminals" like rapists, murderers, violent assailants "protesters" etc.
Their philosophy is that criminals are far less guilty than people who voted for Trump.
