It's worth keeping in mind the experience of the "kulaks" in Soviet Russia. These were rural farmers that were slightly better off than typical peasants. Sometimes owning their own land, and a cow or two. The Soviets sent out soldiers from the cities to these rural areas to confiscate all their food. They also did active propaganda campaigns to vilify the kulaks as "counter-revolutionaries and bourgeoises". They prevented the kulaks from leaving their depleted farms to seek food, and prevented any media from reporting on their plight. This created the holodomor where it's estimated many millions starved to death.

Find level land with a source of water or groundwater. Potatoes can be grown to feed a person on an acre and will come up in six weeks.
