Each district will make their own decision. Houston ISD has already said they are keeping their mask policy.
Also, the judge in each county still gets to decide whether to enforce a local mandate although the governor says that people cannot be punished.
Where I live in Denton County, restaurants and businesses will be open at 100% and no mask mandate, but I am fairly certain the school district will continue the policy through the end of the school year in May to avoid liability issues.
