If you getting direct cash payouts, you don't need all the other help. Give them all a one time lump sum and stop hemorrhaging money in other ways.
On top of that, I'd imagine that's going to be a real low amount of money going to them. If this is the reparations thing, blacks are going to riot since every black person thinks their ancestor was a slave, when the vast majority weren't. How do you even tie your family back to a confirmed slave?
