It's almost always illegal immigrant Mexicans that pack vehicles with 50 to 100% more capacity than they are designed for. They do the same with the housing that they live in creating impossible conditions and safety problems for everyone around them. And keep in mind California is now giving each of them a $600 stimulus even if they earn $75,000 a year which is something American citizens that reside in California are not eligible for if they make more than 35,000.
