Isnt it true that Trump, arguably more than any person in memory, can start campaigning four years out from 2024, without having to make it formal, and therefore be bound by the laws surrounding someone that is formally running for President?
he can literally go anywhere he wants in the country, for however long he wants. Also, leading up to 2022 he can campaign alongside candidates that will go against Rinos, which will double as campaigning for himself as well.

I think 2024 will be much different to 2020. For one, the key states are changing the rules back to how they were pre 2020.

He is doing exactly that. He asked for donations to be sent to the Save America PAC, where he will control the $ not the RNC. If he formally announced that he was a candidate, he would have to separate from the PAC to abide by campaign finance laws. He'll keep pushing MAGA and endorsing his candidates, he'll only announce when the time is right.
