I think here, they're using the word "like" to mean "as if." It reads stupid due to other grammatical errors. But I imagine that the meaning is as follows.
"Several Republican governors are removing mask mandates. It's as if (It's like) they're trying to slow down the pandemic recovery."
Of course, they had to redefine Pandemic a while back, because this bullshit hadn't fit the definition we'd had previously anymore, and the Orange Man was still in the White House, and we can't let any opportunity to harm him go by, right?
