Its everybodys fault but the parent... works 3 jobs, so that means youre never home to help your children, why are you working 3 jobs, cuz theres no daddy... so your child has no female role model or male role model, no discipline and very likely surrounds himself with other kids in his position and theres your recipe for thug life, jail or dead in less than 5 years. But thats the schools fault, thats everybody's fault but yours, right?
