I have to agree that the statement is absurd. These problems are not from a single source nor are they caused by some desire to keep kids stupid. The problems in Baltimore and many other inner-city districts are primarily due to apathy and corruption. One thing I always see in common with these types of stories is that no one ever takes personal responsibility. Not the students, nor the parents, nor the teachers nor the administrators nor the government officials. This is the type of attitude you would expect from toddlers, not adults that want to be part of and improve their communities.
