I get your point, but I'm not sure they have much say in the matter as far as following orders goes. I think its frowned upon in the military. I'll research that, just to be sure. Article 90 sounds serious

Failure to report for a deployment. It would likely be UCMJ action (especially if the governor wanted to make an example out of them)

So maybe some jail time and a poor conduct discharge. Which means it will be more difficult to pass a background check for future employment.

Edit: also possibly charged with dereliction of duty and conduct unbecoming
