The VP doesn't have the power to do this unilaterally according to the EC Act of 1887. It has to go to a vote in both Houses and pass with a majority to discount any electors.

I'm not a constitutional lawyer, but I suspect there exists some process or rules for when this happens. Do you accept the electors sent by state congress or by an individual in the executive?
He swore an oath to uphold the U.S. Constitution, and he didn't do it. The federal constitution states that the electors must be chosen by the states' legislatures, not the states' governors. He should have rejected the illegitimate (non-constitutional) electors, and upheld the oath of his office by only recognizing the constitutionally viable electors sent by the state legislators, which would have given Trump a 31-19 victory of the 50 votes. All three branches of government screwed our country. They can go to the Devil.
