I'd include some other states with mask mandates and I'd also go by deaths per capita as CA and FL in the lower half and TX almost right in the middle and GA slightly higher. The states with big lock downs and mask mandates have the highest deaths per capita with NJ, NY, RI, MA and at the top then MS which also had a mask mandate.
