That's terrible. Don't want to see anyone die. But....
If I get into a car accident, and it turns out my tags were bad, or my insurance was out, or my license was suspended beforehand, I am responsible for all of it. Even if the other driver was at fault. Why? I SHOULDN'T HAVE EVEN BEEN ON THE ROAD. If I hadn't been illegally on the road, there wouldn't have been an accident.
So, as far as I'm concerned these 13 people are at fault for their own deaths. They shouldn't have been in this COUNTRY much less that road.
