Fishing licenses are basically an opt-in tax for sportsmen, and the revenue goes to the Dept of Fish and Wildlife.
F&W have facilities where they raise fish that they release into fisheries for sportsmen to catch.
Like you can see reports when a river gets re-stocked, and it’s the perfect time to fish the river.
Even inter coastal fisheries are maintained by F&W.
I’ve never heard of a game warden arresting someone for fishing without a license, but I’ve been checked before.
It is a fair program, bc it costs like $25-35/yr for most states, and states where ppl travel to fish raise revenue to help support the fishery.
There are always turds in the punch bowl though. Like the people who catch a dozen catfish at night and leave the carcasses on the banks. (Ppl who aren’t here legally...)
