The article is not entirely accurate. It wasn’t lifted out of the ground unless that’s a stock photo. You can tell it was sliced through, probably by battery powered angle grinders, and the bollards were indeed concrete filled like Trump’s wall. The only difference is Trump’s wall has brackets welded near the top to connect each panel, so they won’t just tip over if you cut them at the bottom. TLDR- Angle grinders will also defeat Trump’s wall, but it will require a little more work.
The wording in that paragraph is confusing, earlier in the article it does indicate that the section was cut away:
