It has emergency use authorization not final approval. This means it is a stopgap measure and is somewhat of an experimental medicine.
Going further down this line of argumentation, it is a violation of the Nuremberg laws (international law) to coerce people to participate in human experimentation. Of course, the US federal government is immune from prosecution under its own laws, and refuses to be bound by any international court. That said, by appealing to Nuremberg rules, you are saying a higher, universal form of law should be applied. After all, national laws have served as the basis for democides & genocides in countless countries in the 20th century, which were clearly not legal under natural law.

Companies manufacturing the vaccine have no liability (this is more a political argument).
You would have to look in his contract.
They may be able to require the vaccine, but they are also required to offer "reasonable accommodations" if he has a medical or religious contraindication.
If he is from a religion that prohibits the consumption of certain products (and can reasonably prove this, such as a letter from a priest, tithing, etc) - some covid vaccines are made with cell lines obtained as a result of abortions, that could be a way out. Or if he has a pastor who thinks it is the Mark of the Beast or a component thereof, he should be able to opt out.
They could offer a different position or method of interacting with the public, such as work from home or work in an isolated office. Or give him a higher-filtration mask such as N100/HEPA mask.
If he has sympathetic coworkers, they could sign some form of legal document which says they agree to the risks of working with an unvaccinated person.
If the vaccine requirement is related to continuity of government, he may not be able to opt out because it is a "national security" issue, Congress also received the shots apparently.
If the reason for the requirement is to protect others (similarly to how the mask thing was argued), that has not been adequately studied and it is not known whether vaccinated individuals can be carriers.
It would probably be harder to argue against it if he has a choice between vaccines (for example, if he can use a foreign-made vaccine like Sputnik V or Sinovac). Also whether they want him to be vaccinated while at work or to use a doctor they have approved - there are black market ways to get things done. That said, it is conceivable they could require a test later that indicates its efficacy.
The vaccine trials had many exclusions for a variety of health conditions, and he could indicate that he has one of those conditions that were excluded from the trials and thus it is a health risk to take the vaccine. (This would probably require a sympathetic doctor).
