I think you are also leaving out the fact, that as Governor, he was in a position of authority over these woman. In other words, he was there boss. In those cases “flirting” sure looks and sounds like quid pro quo.

“He was my boss. Even though I rejected his advances he used it against me. I was denied promotion. My career was over. He isolated me. Assigned me tasks below my grade level. All because I wouldn’t sleep with him”.
I worked in a corporate job for 30 years. This script played out several times. Heck as a Supervisor of some of these men. Companies settled for far less than what you have seen with Cuomo.
