No, Cancel Culture is more chaotic than that. Some random person looking for his/her/xir 15 minutes of fame spent a bunch of time coming up with the theory that Seuss was racist. They then throw that at the wall and see if it sticks, and the Twitter mob renders the verdict.

They'll throw anything at the wall and push the limits like you suggest, but this part of their movement is not planned. It also scares the planners. Anyone can be cancelled at any time.
