That was always the plan. Democrats didn’t like her— she dropped out of the primaries with 0 votes, didn’t even have an election— so she must be installed. joe was the vector but she’s the virus.

But I believe the Democrats specifically picked her as Joe’s running mate (he didn’t have any say in it). It was deliberate - to get the women and black votes.
