I think the issue is that with so many field hospitals made available by the federal government (that were essentially ignored by state and local governments), there was no need to even consider sending CV patients into nursing homes. We all remember the hospital ships that were sent to LA and NYC that would have been a better place for CV patients, but these were also ignored by local politicians.
