9th so they can say they “ended it” but then rescind the order the minute there’s even a semblance of “resurgence”

You bet. Just like the July spike was manufactured. I still say Cuomo bashing Alabama and forcing quarantine on our citizens hurt her feelings so she enacted the mask mandate. This was a few months after saying we "Aren't New York" and won't be enforcing mandates.
